Asking for a fixed bug is a little stupid.
But here is a little hint :

Look at his shortbar - Socialemotes only. Therefore he is using a hlapex-script.
My theory is, that that's just an edited version of one of Hint's (creator of this hlapex-crap) promo-vidseos. There are several other ones of him pwning in PvP with an immortal dwarfie-mage or slaying RBs with 0 HP + Reflect damage.
