dekaron fps problem

hello...i have some fps problems...dekaron worked fine before with my other cpu and video card(wich had lower grades)
i use cpu amd athlon 3x core 2.900, video card nvidia geforce 7800gs...and yes i have latest drivers etc...ussing windows 7...need help pls...:D

edit: i mean the problem is just like...2 seconds the chars walks slow...and then 1 second just normally
