A question about effect.ini

Ok, well, I rarely post questions but this has gotten me quite confused. If you look in "effect.ini", you will see an effect called:
[ShitsHappen]
AniTitle=ShitsHappen
LoopTime=3
FrameInterval=50
ShowWay=0
LoopInterval=0
OffsetX=0
OffsetY=0
Exigence=1
Delay=0

I don't know if anyone has seen this b4, or posted about it, but does anyone know wtf this is?
