if i choose an enchanter class as my sub class a prophet as example can i get casting speed pasive skill too or it just healer class

and if i already get certification skill at my sub lvl 65 can i get another skill at lvl 75 at the same sub class

example: at lvl 65 i get Pdef(common passive) and at lvl 75 i get greatly Pdef(enhanced passive)....??
