And on what servers I can get it?

You will get them on any server because its a free cc give away.

yea but i read that some players got e.g. 40 of them

It was an event from Gracia Server where the players got 100's of Serezan Lv4...

tomarrow sersas lvl 10 + 200% toa + 300% boost event gogogo xd

So and now tell us : what kind of trick is it to get Shera at lvl 10 ?
