Srproxy, Failed open listen port

When ever i try to use SrProxy it comes up with this error and no matter what i tried to change it does not work.

Listen port is 15778
Bot is 9000

Firewall is not blocking it, i've tried disabling my entire firewall but it still gives the same error, tired turning off all communications programs i.e. msn but still doesn't work...

i get this error when i try to start the second proxy xd

i've tried everything to try fix it but i dunno wat else i can do...

There's Something call DNAService.exe delet it from the list then it will work
if u dont have DNAService from this list then i dont know sorry
