Help With Coding

Is there a way that i can open .dbc files???
Cause' it looks like the only way to correctly code in
new Weapons/items for 5165 clients
Is with a .dbc file editor?
So if there is one, can someon release it for me?

There is a Dbc Editor but I very much doubt anyone will release this as it makes their private servers more unique than others.

There is no public dbc editor yet, that works.
