You can't receive them because you farmed. At each level there is a limit of sp, the sp you have + the sp you spend on skills. For example...let's say the limit for level 84 is 370k sp, you have 100k sp left and spend 300k on skills, 100k+300k=400k, that means you can't receive them because you exceeded the limit. I don't know where you can find a list of the levels limit. Just go level up...you will receive them eventually.
