Does command prompt work with QOProxy or it only runs with cmd?

I have to say that i am confused, isnt cmd and 'command promt' the same thing? If not, correct me.

Heres a screenshot to show u that command prompt is different from cmd. but my friend doesn't have cmd. so i was trying to help him to get it work.

er...ok... cmd and 'command promt' r the same....
but command.com is for win 9x system.
cmd.exe is for win 2k or higher....
