Does Character #2 on summon any wolf level exploit need to be same level as wolf?

Basically, you need these 3:
1. character #1 to stall
2. character #2 to summon wolf
3. wolf any level

again my question is does character 2 need to be same level as wolf for exploit to work? (i know its pretty obvious that you need to be same level with wolf to summon but afterall this is an exploit, just making sure though)

it involves 2 chars, ex char 1 is level 47. wolf is 97. 2nd char is 57. would char 2 be able to summon the wolf for char 1? since wolf is higher..or AGAIN does char 2 need to be same level as wolf for exploit to summon wolf on char 1...
