How do i make a pserver?

Hello i am wondering how to make a pserver!?!?? i follow the tutorial but it didnt work so can anyone give me a step by step tutorial :) The one that makes a tutorial can get my account on ZanDekaron with all best things lvl 250... all stuff +9

im sure if you offer zander a great ammount he will make you a Lv250 an Divine gear, He knew he had players back when i played who had 4 Whales Tendons an everything they shouldnt have, because they bought it from GM's. He didnt care, hes all about $$$$. He draws people in with the free coins, then charges an arm an a leg for the items he sells just so you can be somewhat equal with the other people.

U notice Wrong he said the one that make a TUT with step for step will get his account in lvl 250 with all the best things.

i guess i just dont understand his english?
