Encrypt/Decript password

Hi, can you tell me a website that can decrypt and encrypt a password so I can create and edit accounts via Navicat?

This Site can only Decrypt the Passord but not Encrypt.

I think you mean this one encrypts, don't you know any that can decrypt one?
