EDIT: Or not. You uploaded the wrong file..should be monster.INI, not .DAT

how do i get to monster ini? and how am i supposed to get it in format where i can upload it?

takes too long for some ppl:P editing 1 file is much easier than deleting, re-installing, and he also might have other mods in the folder...
