Hey, I'm not much of an expert but I was wondering are some skills (Strong-Bow Will) maxed out at early lvls? Cause its currently lv2 and maxed out. Is that normal?

Yes, it is normal. Lots of strong level skills max out early. Like Dry Ocean Blade, maxes out at lvl 1.

duh skills are 110 and dry ocean is lvl 110 skill the strong bow will maxed on lvl 2 is a bugg.....
