Cant fix Celestial Stone

I got all gems, and clean water. I am lvl 120, i got everything i need to have but then when i talk to celestine he doesnt give me the celestial stone. He just talks bullshit.

You need to have these gems :

-kylin
-violet
-moon
-phoenix
-dragon
-fury
-rainbow

Are you sure you have all of them?
And are you talking to the npc in windplain?
