if you have downloaded a *.rar-file use [Only registered and activated users can see links. Click Here To Register...] or [Only registered and activated users can see links. Click Here To Register...] to unrar the file to the sane folder or a chosen folder.
*.rar *.zip *.ace etc are used to pack files to make them smaller for faster downloads/uploads.

the most programs you can download here have a guide which tells you were to unpack those files into (folder).
