Help with Upgrading

I was off conquer for about 6 months and decided to come back today, but I found that I cannot upgrade my equipment through the MagicArtisan, I can only degrade it using CP's.
Can someone tell me where I would have to go or what I have to do to upgrade my equipment level.
I know I totally sound like a clueless noob about this lol but any help would be appreciated :handsdown:

What items u are trying to upgrade? if its high lvl and high quality u need to pay dbs for upgrading it

its same for me have the removed upgrading by mets low level items in the market ?

If they really did do this, then the only way to upgrade is artisanwind in tc.

This is going to be a disaster, if we cant upgrade our items with magic artisan we'd have to buy dbs. i guess tq is putting in bs updates again.

There was a bug, they will put it back on the next maintanance (at least that's what they say).
