TIME problem, english please.

Hello.My problem is that on my server, time goes slow.That means for example, when i`m trying to logout , the counter from 3 seconds to log screen is actually 9 seconds.Xp rings timer is one hour in metin, but in real time it`3 hours.regeneration hp and mp is sllloooooow, 3 times slower.when i`m pressing red potions button, the hp bar takes much longer time until it`s full.
COnclusion.- wrong settings but i dont know where to set the normal timer neither the command :( It`s like somebody entered the command " /slow time 1/3 " :)
Anybody have same problems? or can help me with that? sorry, i don`t speak german, so english posts please.

well, there are a few mods, weapons , nothing really important, but somewhere is a problem and i hope anybody have any idea? help me please.This thing is keeping the players off my server, nobody likes slow regeneration :|
