Simple... you make one or use an existing effect. When you spawn a clien't surroundings, check the reborn count of players and if 3rd reb display looping effect of your choice.

Ps: compairing a rather high end, super successful custom source server with a modified (albeit heavily) 5017 lotf server is kinda silly... especially when the comparison is an effect.
