Actually sounds like you're looking for a server to play. Just search through the top 100 as they have all the (bad) features you seem to be looking for.

If you're looking for a source that has everything working/like real conquer. Make it yourself. No one will release such a thing. Making your own server requires LOTS of work (unless you use bins in which case it's all copy/paste and it will suck anyways)... and lotf to a lesser extent lol.

I don't think there are any sources that include friendly GMs (lol). With that said I agree with pro4never, you are looking for a pserver to play on which you can take your pick on the epvp pserver advertising section.

But he could try the release section. Im sure he will find some of the things :)
