maximal +x skill grade

hi guys,
how can i read skill_const.ini + skill_const2.ini.
Which tool can i take for read this datas.
i´ll take a look for the highest skillgrade for the skills. I´ll do no more skillpoinst in the skill as necessary.
Has anyone a solution for me, pls?
