No, you can't teleport this way, not even a clientsided thing, the teleportation process is actually 4 main packets, 2 of them come from the server.
and even if you will simulate the teleportation process (by injecting the packets or whatever), you won't be able to do anything after the teleport.
when your character spawns, the client also needs another packet with the following values:
character ID, time and date.. and of course other stuff, but these are the main ones (opcode 3020 in cSRO, if I remember correct).
the client will automatically send a respond to this packet (respond's opcode is 3012).
if you will simulate the teleportation process, the server will get this packet (opcode 3012) and it will DC you right away.
In other words, if you want to teleport yourself to any location, just get an emulator.
