problem with my server always down

i followed all steps in guid and i already maked the server but when i try to logging on the server its say server is down . so some on help me .

Check and recheck your server configs and make sure you edited your shell.dat with a hex editor. Did you look through the guide you followed? There is a good chance that question was asked in it.
