Question How to open the file locale_de.addr

hi i think the configuration to show the lvl is on this file locale_de.addr if some one finde a qay how to open this file share with us pls so we can config to work on the pservers

nobody know how to open this :)
when we know how to open the locale_de.addr
we can have the lvl show and the new mounts from
Korea or Germany
