This is a cleaned and unified release based on the ISROR certification and billing projects.
The main goal was to merge the certification and billing parts into one easier project, while keeping the original functionality and making the setup simpler to manage.

For local/private hosting, make sure the certification database advertises an IP that your server modules can actually reach.

- Unified ISRORCertBill and ISRORBilling into one cleaner project.
- Kept the original certification, billing, login, email, notification, and NationPing features.
- Moved setup values to appsettings.json/database instead of hardcoding.
- Added feature toggles, status/health pages, and release build automation.
- Fixed browser/favicon spam and NationPing port-conflict crashes.
- Release package is compact: exe, appsettings.json, Database, and Patches.
