help with client 5229 Rage effect

i swear, this rage effect is going to either blind me or give me seizures!

could anyone please direct me where i could find this blasted file?

i've tried editing the 3deffect.ini folder and everything ini related. i even renamed the "c3" folder and the blasted rage effect was still there.

need help desperately. i'm about to go nucking futs over this.
