Great Question, I guess most of the working hacks that would be non-DMA based, are privat limted Hacks created by devs that only sell to people via referrals. Thats how it was in the Isle and Beast of Bermuda at least (a few years ago). Since the Community is alot like the other two, i would asume it would be the same.
Edit: I know they games are completly different but they do share the same Community/Market
