How safe is buying an old unused account

Not sure if this is the correct place to ask so apologies if it isn't - how safe is it buying an aged steam account with no purchases/keys activated and original email access?
I've tried this once before, though after a refund request a few days after buying, they locked it, refused my proof of ownership and warned me that if I continue logging into accounts I didn't create, all my accounts would be locked.
The purchase on it was made with a CC I hadnt used anywhere before.

Is this a common occurence? How were they so sure I wasn't the original creator despite nothing to compare it to such as mismatched purchases? Any ideas?

They can still be pulled even years after the last payment. I had one or two of my accounts pulled 1-2 years after i purchased them. Luckily they were all game banned :D

Due to the original owner contacting support? How'd they suddenly figure out you're not the OG owner after multiple years without the actual owner contacting them with some sort of proof?
