I have a static IP and when was banned on a few games, I tried this and it worked. Now, I don't know if this will work for you... But, try and maybe you have luck... Hope i helped!

Could try using a VPN service, when I was over in Egypt I had the same exact issue with another game. At the time I was VPNing into a computer I had here in the states to bypass it.
