Psro .exe file Must Add on DEP off list ?

Hi i am newbie, but very curious.

Nowadays many Psro required to add .exe file in the DEP Off List.
And some of them are Compressed in Winrar File.
Then i try to upload to Total Virus , it showed many virus.
(BackDoor, Trojan, etc....

Is it Safe ?
(Look like huge different from old Silkroad File
