i cant create a legion because it says all the names are take,and it will work fine when i put staff in but it will ask what kind of legion i want,unkwoen,unkown,unkwown or normal
anyone no how to fix?

That's all cq_action. Just modify it so that it either skips that page or normal is the only option.
