I'm planning to bring a DMA card, a Fuser, and a Makcu from Canada to Turkey. Can I pack them in my luggage and board the plane? Will there be any issues?

They're just electronics, if you want an accurate answer you'd have to clarify which airline you're flying but I highly doubt any will make a fuss

If you're worried just call them and ask

You will have no issue, sine its all just pc components, and no electric is connected to them. Which means there is no risk of them causing a fire. As egal says, if you want to be 110% sure, call the airplane, they have support made to answar those questions, upfront travelling

So did you clarify it with your airline and ask if it's safe to bring PC parts?

You should be fine. Just make sure everything looks clean and label them as tech/dev boards if asked
