If you handled the transaction through EPVP forums as suggested, you can report it to the staff here. If not, you might be out of luck, but if you have screenshots, etc., you can always try to share those and build a comprehensive chain of events detailing what happened and how you got scammed. This way, others will know to be careful as well.
