Showing up of new private servers

I've seen that recently, and especially in my country there are comming new metin2 servers after the shutdown a few years ago because of gameforge.

Anything have changed to suddenly new private servers showing up?

They just don't care and Gameforge doesn't have the ressources to shut down every P-Server. I think they just stopped it for now, because the realised they can't stop it. Nowadays it's even possible again to stream P-Servers on Twitch, which was impossible at the time they closed P-Servers.
