You will need multiple consoles as the user above described, console input emulators and DNS based proxies to ensure you are matchmaking to low-pop servers at times there will not be other players. Then the host of the squad matchmaking can use a VPN as well as Geofence to ensure they connect to the same lobby. It's more complicated than this and can be a long and convoluted process, sometimes the host will need to be shadowed etc.
From personal experience I would say it's more effort than it's worth as there are many competitively priced console farms with dedicated teams that are very experienced in this kind of thing, but don't let me deter you if it's what you really want to do.
