Yo. I bought RU/CIS account no issue at all. Should be no problem. The only thing is u need is a VPN to play the game.

yo. last time you just need it to launch the game. but nowdays u need to keep it running while u play the game by using split tunneling.

Yep its safe to purchase CIS accounts and to use em outside of CIS you just need to use a split tunnel VPN. I sell CIS accounts as well as sometimes its hard to process payments on BSG's site :) .
