You can view and answer the tickets using SMC->CAS. In the section "Direct GM Call" you can also start a live chat with a player in-game from SMC.

Phew, it's long time ago that I worked with ecsro files and I don't really remember. I do remember that it didn't work by default and I think it had something to do with the ContentID. If I'm correct the "operation_type" in ecsro certification files is 9 (SRO_China_Test) and in account DB in "_Shard" table too. I think you have to change it to 22 (SRO_Vietnam_TestLocal) in Cert and _Shard table and use vsro SMC and then it should work. Not really sure though.
