Is an IP ban through the pc or through your internet? For example if I got banned on Fortnite on my old pc, and was hardware and ip banned, would my new computer be ip banned?

No, it will not. Plus you are not IP banned even though EAC Fortnite does heavily flag IP. Whenever you have a new PC, assuming totally now (all components) you won't be banned/kicked for it anymore.

Fortnite doesn't ban IP, so other people in the house don't get banned for something that one person did, Fortnite only bans hardware components meaning that a new PC will not kick/ban you.

They don't IP Ban, you'll be good to go.
