[5165] Server Maintenance Problem

Hi! Im using Paradise/Granger/NewestCO Source, and got same problem

"Server Maintenance or Congested Server".

I double checked everything from port to IP. Same IP and ports on source and on client/server.dat and conquerloader. Where did I go wrong or what am I missing?

Can anyone guide me? Or give me conquerloader tutorial ?
