Proxy RSRO?

I have really bad lags or rsro, someone told me If I'll use a russian proxy Ip or something like that, I wont lag. is there a tut for how to use proxy? or anything about it?

I bellive it will.
cause when I use HotSpot Shield, it makes an American IP.
I don't lag, but it works a few minutes then it dces me from the Shield.
I've been serching but haven't found a really good one.
