planetside 2 is a small game with a small cheat market, with only 1 cheat provider who sets their sales at $90 a month because they completely own this market.

What in the world makes you think that your going to be able to find someone that would do it for anything less then that, who isn't trying to scam? Since the scene isn't popular, theres not much out on the game, meaning people would have to reverse it themselves to make you a cheat. We are talking less then a dollar an hour for someone to sell you their cheat for 30 a month. Niches are expensive, and this is a very niche market.

I tried to cheat on Ps2 a while back in 2020 and noticed exactly what Jorg444 said, there is a small community of cheaters since the game has been dying and will probably be dead anyway soon but the anti-cheat has always been garbage so you could even get away with a free cheat for a few days or weeks, but up to you if you want to risk your acc, but shit is hella expensive and even getting someone to make a sub optimal cheat for you will still be more than your budget

there is one active and good cheat that i know of and can recommend but yes it is expensive at 90$ a month.
