And either way gpu ban or not, that doesn't change the fact that if this guy is going to use a permanent spoofer, he's going to be flagged from head to toe, the fact that he won't get banned within an hour or two doesn't mean that 'it works', especially if he's still going to cheat and going to get reported, he's going to get banned way quicker than someone using a proper spoofer :D

I can confirm that no GPU information is being fetched. We retrieve this data directly from EAC, and currently GPU is only required for COD and FiveM. We have been operating our Rust spoofer for approximately two years and have a great deal of experienced in this field.
Nevertheless, this information is not important. What I intended to explain is that multiple serials are retrieved, which are not generally spoofed by permanent spoofers. While EAC may not ban them, these serials could of course be utilized for other purposes (e.g., Cerberus in Rust), though this is mere speculation at this point. I would still (just like you) recommend spoofing them all of course.
Regarding Rust and Apex, a general rule is that players need to spend at least 120 minutes in-game to trigger an HWID ban. However, if you are using a detected cheat or spoofer, the delay could be longer. As long as there is no detection coming from third-party software/drivers, 120 minutes is the key to staying safe. :)
