L2 OOG Walker doesn't work

Hello guys.
I want to use OOG walker to [Only registered and activated users can see links. Click Here To Register...]
the Ip of this server is 213.163.64.16
and the Port is 2106.
I edited the Set.ini but when I'm logging it displays me this message
