Both are UD. One is private and one is public. Both offered great security in the past. I dont see one leading by a lot, maybe HM a bit for being private but thats it.

As a newb, it seems like I have to put a lot of trust in the developer when purchasing, giving payment info, ID, name, dob, downloading potentially malicious software.

is there a legitimate vetting process or is this just free for all?

If you buy from a public provider, you can use fake information and you can pay with crypto if you want
A reputable provider has no reason to touch your personal data or do anything malicious

It depends. Some infos you are giving yourself, for example when you buy with CreditCard or PayPal. Its still the best to blurr all sensitive information and watermark the info you give. Some providers delete it immediately, others keep the info as long as you are a user.

In the end the most important thing is that the loader and the intentions of the providers are legit.
