I have a couple of questions before buying the tool and key.

Does the tool has to be launched every time I want to play or is it just once that I have to run it?

if you use the tool can you "just" make a weapon / blueprint you like and then save it and "keep it" until they eventually fix-patch the stuff ??

instead of rebooting / re using it every time ???

Yes, unlock all will works only if you opened the tool with active subscription.

Hey, no, its not hard unlock, this is soft unlock all tool that resets after game restart, so you need to inject it again to unlock items
