If you have a ban on Warzone/MW2019 you may as well start with a fresh account as nothing will be transferring over from the first game.

Starting with a clean account and a clean HWID is the best plan.

Some people say they got banned while playing campaign. Not sure if it's true

But you should definitely use a new account. Why use the old one anyway?
