My Question is what would be the best Pre master class epic or would it be better to just down Grade a 9.1 or 9.5 to Pre MC?

Personally, I'd stay away from down grading, Aren't there perfectly fine 7.2 files to use from OpenRz? They've been rereleased a little ago.
