Error Updater iis

Hello ,
i am under iis
I have configured .ini . patch in type mime
.ini = text/plain(local)
.patch = application/octet-stream (local )
In updater ip: domain/shaiya/
I have error
Unable to establish a connection with the server
Download failed cannot read the file c 25
I don't understand I followed all the tutorials on the forum
website function

When I test with xampp
enable firewall not working
disabling firewall works
but i am on iis
I don't think it's a big problem to solve
but I do not find

i tested with xampp by fire disable the update program works but i don't want to use xampp
I am under IIS
with ssl certificate
I give as much info as possible
I followed all the tutorials
I can't find the solution
