unlocking/enabling dev console in a UE4 game.

Need:
~ Able to toggle dev console on or off.
~ Use dev commands.

I've seen multiple people do this before, so I wouldn't think this is impossible.

Don't you think the clients have the rights to be doubtful and ask questions before fully commit to a deal?
