Doesn't exist.

The two safest you can buy are DemonWare/Hydra, and Elusion.
Both are over 100 euro a month.
After that, Satan5 is exactly 99 euro a month.

Everything else you're going to deal with regularly waves.

You won't find cheat under 100€ unless mass resold due to current market price. I'm selling one for 120€/month currently, check out link in signature.
